Apple One Family: Family can't access Music or TV

Just signed up for Apple One Family plan and none of my family members can access Apple Music or TV. Music gives "Cannot Connect. The Page couldn't be loaded. Try again." One family member is a child's account under 13yo so they cannot be removed and readded. Attempted to change all the settings of screen time and turning the device on/off. Another family member has been removed then readded and still nothing. Have also tried to turn off/on Media & Purchasing on everyone's accounts. Same error message still comes. Any help would be GREATLY appreciated.
