Markup PDF highlighting shifts on iPad Air after reopening

Preview on iPad Air IOS 26.2. I use Markup to annotate a PDF. When I reopen the file, the highlighting is not in the original location. I do zoom into the text while highlighting, but Markup has worked ok in the past zoomed in.

it seem to be worse if I have the file open in Preview for a while. If I open, highlight, then close it (which uploads it to iCloud Drive) it is positioned correctly.
