An iPad backup can be restored to any device that has the same or more recent version of iPadOS than the device that created (or last updated) the backup. Your iPad mini5 was capable of update to iPadOS 18.7.x, but does not support iPadOS 26 or later. Any current model iPad will support the most recent version of iPadOS, at the time of writing, this being iPadOS 26.2. A new iPad being set-up for the first time will update to the most recent version.
