Child is able to “Stop Sharing Location” in iMessages despite all Screentime settings to prevent this being set up properly

I have Screentime set up on my child’s device. I set everything up so that her phone shares location with me. I lock down all the settings in Screentime so that she cannot change location settings. I followed all the directions meticulously. However, she can still go into my name in iMessages and click on “Stop Sharing my Location” and it allows her to stop sharing her location with me. I saw another thread on here that reports that this is due to the child’s age being 14 or older, HOWEVER, my child is only 9 and it still has the option in iMessages to stop sharing her location with me.
