I see what you mean. It looks like you're loading either mangabuddy.com or novelbuddy.com and neither of them are giving me any trouble, but the obscuration has the appearance of a full page advertisement. The fact this site (Apple Support Communities) isn't doing that may also be a hint, because this site is one of the very few on the Internet that does not host advertisements.

Along that line of thought I have some suggestions, in no particular order.

Tap the unnamed icon at the left of the URL in Safari's Search field (a box with two small horizontal lines below it) and then tap the "three dots" at the bottom right. Under Page Options" select "Request Desktop Website" and describe what appears. If it is a full page advertisement or other objectionable content you found the culprit. Let me know if that gets you anywhere.

If not, peruse all the suggestions in If Safari isn't loading websites or quits on your iPhone, iPad, or iPod touch - Apple Support. Don't omit any steps.

Next, try clearing Safari's saved data according to Delete your Safari history, cache, and cookies on iPhone - Apple Support.

Let us know if any of that helps.

It seems that problem may be iPhone-specific, so I will ask the site Hosts to relocate your question to the iPhone Community. You are more likely to get the assistance you require there.

In the absence of that action I encourage you to post a brand new question in the iPhone Community. You can reference this one if you like, but I don't think it's strictly a Safari problem.

Most likely, the participants of that forum will ask you to reset the iPhone and / or take other iPhone-specific actions.

I am trying to understand what you're experiencing, so a screenshot might help.

Here's a screenshot of what I'm seeing on mine:

As you can see there isn't any film or other obscuring element so I'm at a loss to understand what you're describing.
