How to prevent Safari from rearranging tabs on iPhone 14 Pro?

I have an iphone 14 pro, updated, and have this issue with the main tab group in Safari constantly rearranging, it drives me nuts. Say i am reading an article through the email app and open a few links from that article. They open in Safari, but once the Safari app closes or I open a different app, some of these tabs magically close or they get rearranged. Any solution to this? They will rearrange and show up as tabs 2-10 instead of at the end. Now before you ask, i do not have many tabs open! I try to limit them to 50 max across all tab groups.
