The vast majority of apps never run in the background (notable exceptions being music apps). Once they are not frontmost, they go into a suspended state. The only time you generally need to force quit an app is if it is somehow misbehaving. Force-quitting apps just because will tend to decrease your battery life. Restarting an app requires more resources than unsuspending one. So, as a general rule, let the phone manage that.
If you want to stop apps from refreshing data in the background, you can do that through Settings>General>Background App Refresh. You can either turn it off globally or individually. Some apps will not work properly if you disable Background App Refresh. I've seen this, for example, with step-counting apps.
It might help if you explained why you want to do this. There may be better ways to achieve whatever it is you're trying to do.
