Because bluetooth pairing of an iPad, or iPhone with a computer has never been supported.
It's not necessary. Airdrop, continuity, handoff, etc. don't require traditional pairing. They just need to be in proximity and signed into the same Apple account.

There is also manual synchronization (e.g., of music purchased on CDs or through the iTunes Store) of Macs and iPhones or iPads, using the Music application, Finder, and a cabled connection.

What is your goal here? Not specifically the Bluetooth pairing, but why are you trying to establish that pairing?
