Having a Locked iPhone:
Hold It Right There!:
Enter the passcode incorrectly too many times, and you'd likely be locked out for good. So, hold it right there, and refer to this link: If you Forgot the Passcode on your iPad, or your iPad is Disabled - Apple Support. It would be the one you've always entered. If you do not know it, then look for it in a location you may have stored it in.

Have any Proof of Purchase?
Unless you have the original packaging and receipt, you may be out of luck. If you do have it, however, then take this to an Apple Store, or an AASP (Apple Authorized Service Provider)! and they may be able to restore it. The reason for this blockage is all about Security & Privacy.

Unlocking at an Apple Store:
Set up a Genius Bar Appointment at your local Apple Store. There, it will be diagnosed, and you'll be provided with your options. IMPORTANT: Be certain to bring along a proof of purchase (i.e. sale receipt or original packaging) and the iPhone, itself.
Screensharing with the Apple Rep:
Ask to perform a screenshare session with the Apple Rep. Because using your own iPhone is not an option here, you would need to use a different iPhone (i.e. a friend's or coworker's? - with their permission, of course). You would open the Camera app on it, and then share their iPhone's screen with them, hovering it over your own iPhone's or Computer's screen. Enable the speaker phone. This will allow them (the Apple Rep) to see it firsthand, from your perspective.
