On my IPad mini in the Notes app, notes are showing now as a list on the list on the left and preview on right, similar to emails. Is there a way to get it as a full screen list like it was and still is on IPhones?

iPhones, with a smaller screen, can show either the Notes list - or an expanded view of the selected/open note.
By contrast, iPad has a larger screen - and the App therefore differs in its full-screen or windowed appearance. If you re-size the Notes window, you will see the equivalent iPhone visual presentation. While displayed full-screen, you will see the Notes list to the left - and the body of the currently selected note to the right.
The selected note can be expanded to full-screen by tapping the double-headed arrow button a top-left of the note window.
