App Store does not download free apps. A dialogue box appears with "cancel" as the only option.

I have tried force-quitting the App Store application, restarting the computer, updating payment.

I have also signed out and back in again multiple times. Nothing worked.

Ok, the first thing I recommend is to start up your Mac in Safe Mode and try again. It will take more time to start up in Safe Mode and the screen will be different. To exit Safe Mode, just restart again normally. If it works while in Safe Mode, then it is likely you have a third party application being installed on startup and we can investigate further what that is.
