You may also be able to make use of the Screen Time controls. As your husband is not a child, any changes in the settings would need to be made directly on his phone. However, I believe you can set a Screen Time passcode that is not the same as the iPhone's passcode.

You may have WiFi calling enabled through your carrier. It allows calls to be routed over your internet service if there's no cellular signal.

Blocking Out your Husband from THEIR End:

Have those folks block his number, if they have no reason to receive it. It would shown in their call history. They could block it out with a free third-party app called Bouncer. It blocks messages out by keywords and phrases. If you think about it, essentially, they would be playing their own role in looking out for your husband (and that is a good thing).
