I received a critical alert on my home screen and now I cannot remove it. I turned off notifications for the Home app, even though I never use that app. I have twice shut my phone down only to have the alert reappear within seconds of turning the phone back on. Update - I finally shut off all notifications, restarted my phone, and was able to swipe to remove it from the screen.

A. App Settings:
Which app are you using here? Is it for a home section system? If so, go to Settings > Apps > and see if there are any settings to turn this off.
B. Force Restart your iPhone:

As a last resort...
C. Reset your iPhone to Factory Settings:
