Troubleshooting Mac Bluetooth Issues:
A. Confirm there is NO Connection:
B. "Reset the Bluetooth Module":
See my User Tip: Use "Reset the Bluetooth module" to Fix Constant Bluetooth Disconnections - User Tip. You need to use Terminal for this. Looking at my first comment on it, recommended to Apple that they bring this option back. They discontinued it on earlier macOS versions.
C. Single-Out this User:
For troubleshooting purposes, create a new Administrator User, and see what happens. Do you still get this error? If not, then it is likely an error with the current user. If so, then it is likely an error with your macOS, in which case, you need to reinstall your entire macOS.
D. Boot in Safe Mode:
In Safe Mode, Login Items do not run at login, certain preferences are set aside, and damaged system files are then reset. So, once booted in to Safe Mode, wait for 30 seconds, and then boot up normally, attempting another sync. See here:

Correct, as it is not supported.
While there are many shared actions that require Bluetooth and WiFi to be active, they do not require pairing in the traditional sense.
What are you hoping to accomplish?
