I have no idea where in the world you are, how Apple sets up its downloading system, or the context of these downloads. I manually update apps on my iPhone over WiFi and when I tap "update all" sometimes it can take a few minutes, even over fast WiFi , for an app to download. Sometimes it will just download one by one, or if it does multiple apps then it takes a few minutes. It will rarely try to download more than two at the same time. The others just get added to the queue.
