iPad 5gen(A1822) couldn’t update to iPadOS 16.7.13.
The error is ‘Unable to verify the update item iPadOS 16.7.13 is temporarily unavailable. Please try again later.’ Restarted iPad or use Mac finder couldn’t work.
I wonder if it is my fault.

The update to iPadOS 16.7.13 has been paused by apple, so you cannot install it for the moment unfortunately

I have an iPad 5th generation and tried to update it after reading your post … it's
temporarily unavailable , tap " remind me again later " .
