want to use spare Apple se phone to make phone calls in New Zealand. Do i need to clear device first? And use Apple ID in Uk before getting a SIM card in New Zealand?

Assuming it is recent SE with Dual SIM/eSIM facility. All you need to do is buy a local NZ SIM card there, or buy an international travel eSiM here suitable for NZ.
No need to change any account information. But don't try installing apps, or updating or resetting the phone over there.

You will have to swap in a local SIM in NZ. No drastic changes needed, just don't lose your proper SIM!
After installing the new sim however...
Change of number
do all 8 steps here, don't miss any out
1. Settings, Apps, Messages,
2. turn off iMessage
3. Settings, Apps, Facetime,
4. Turn off Facetime,
5. Power down the phone
6. Turn on the phone again
7. Settings, Apps, Messages, turn on iMessage, (wait a moment til it activates)
8. Settings, Apps, Facetime, turn on Facetime
At the end ensure that your new number and email appear in your send/receive addresses in those settings
What model of SE? (there are 3 different versions)
Tap Settings > General > About
What is the Model Name displayed?
Now tap directly on Model Number and a 5 character number will appear. What is that number?
