Are you signed into the Mac App Store with the same Apple ID as before the restore? Were Pages, Numbers, and Keynote pre-installed on that Air from Apple or a third-party Apple reseller?
In my own experience, you need to update these applications from the v14.4 that is installed to v14.5. When you launch v14.5, it will prompt you to install v15.1 of these applications using your Apple ID password. Since that time, I see that Pages v15.1 can be directly installed from the Mac App Store. It does not force an Apple Creator Studio subscription, that is an in-app purchase option.
