Logic Pro 12 new sound packs not visible to all users

I upgraded to Logic Pro 12 on a multiuser computer. I downloaded all the new sound packs and updated sound packs while logged in as one of the standard users, both the new packs and the updates. Unlike with past sound pack downloads, these downloads did not require me to enter an admin user name and password.

When I launch Logic Pro as another standard user on the same computer, I can only see the sound packs I downloaded prior to Logic Pro 12, not the new packs or updates.

That is, if I now launch Logic Pro while logged in as the first user, the Get All button is gone and none of the individual packs show Update; the two size lines, available and installed are the same. But if I launch Logic Pro while logged in as another user, I still have the Get All button, many of the individual packs have an Update button, and the two size lines differ; the installed size shows what it used to show before I did the downloads.

How do I make the new and updated packs visible to all users on the computer?

I don't actually want the library to be updatable by all users, only the primary user. But I want it to be readable by all users. I tried creating an alias in the primary user's public folder, but can't get Logic Pro to accept it as the location for other users to use.

Wondering whether if I put it in the /users/Shared/ folder, I can change the permissions that everyone but the primary user is read only.

But I was looking around for information about that folder and it looks like it is used by various applications to store things so I'm not sure I want to mess with it. Can't find any official documentation about that folder on the Apple site.
