As far as I know, the Apple TV app on the Apple TV box doesn’t support playlists. The Computers app on the Apple TV box does support video playlists from the Apple TV app on a Mac through Home Sharing, but only for downloaded content that isn’t in HSL (.movpkg) format, but rather .mp4/.m4v/.mov .
Note that video playlists are best used for consecutive playback of multiple videos. It wouldn’t be effective for sorting or grouping videos in an organizational way.
