'Show suggested and recent apps in Dock' does not work.
In MacOS Tahoe, recent apps are still shown on right side of Dock even though 'Show suggested and recent apps in Dock' is off. How does one fix this?

Have you tried rebooting your Mac? I have the setting off, and suggested/recent apps do not show up. Of course, if an app that does not normally live in the Dock is opened, it shows up at the right side of the Dock until you quit the app.

Also, note that apps offered via Handoff also show up there even with the setting OFF, because they are not 'suggestions', for example in this case MS Outlook that is open on my other Mac:
