How to transfer playlists from my iTunes music library on a Windows PC to my iPhone's Apple music app.

Old school iTunes user here. I'm just trying to transfer an iTunes playlist to my iPhone, but I can't drag and drop playlists to my iPhone like the old days. I've gone into "Preferences" to sync and I tried syncing on the phone, but I just can't get my playlist transferred. I see the playlists on my phone, but the music needs to be downloaded. I set it to download and when it stops the process, there's still no music in the playlist. I have a subscription to Apple Music, if that helps. Thanks in advance for any assistance.
