Okay so I was messing with proxy servers and my APN settings then my eSIM quit working. I reset it and contacted my carrier and they said it should work now but it doesn’t. Is this an issue with my iCloud account?

your icloud account has nothing to do with your esim, you'll need to escalate the issue with your phone carrier that is their feature.
