You probably did get a refund but you didn't wait long enough for the money to be transferred. You then purchased it again so now you will have to ask for a refund again. Realize that refunds are not guaranteed and repeated requests for the same thing could potentially be perceived as fraud and result in a refund refusal. If you are seeing a "pending" notice then you will have to wait before you can proceed with a refund request. If it is pending because you still owe money then you will have to pay for it by adding funds or a payment method and then ask for a refund.

Read the links below about various ways to pay for items in the iTunes and App Stores.

- Add a payment method to your account. See this article about payment methods that you can use with your Apple Account --> Payment methods that you can use with your Apple Account - Apple Support then see this article about how to add a payment method to your Apple Account --> Add a payment method to your Apple Account - Apple Support

- Add money to your Apple Account balance - "Use a payment method, such as a credit or debit card, to add funds to your Apple Account balance." This takes the previous payment method one step farther by optionally using it to irreversibly add funds to an Apple ID account balance instead of having the card charged each time.

If no option is shown to "Add Money to Account" using this method (you only see using gift cards) then it may not be available in your country. Use a gift card instead.

This support article explains how to check the status of a refund for apps or media content that you bought from Apple, and how long it takes to receive a refund if you are granted one --> Check the status of a refund for apps or content that you bought from Apple - Apple Support

After you request a refund you'll receive a status update by email within 48 hours. IF your refund is approved (with a few exceptions Apple does not automatically grant refunds), the funds are applied to the same payment method that you used to buy the item. How long it takes for a refund to appear on your account or statement depends upon the payment method used:

● Store credit—It might take up to 48 hours to see the refund in your Apple Account balance.

● Mobile phone billing—It might take up to 60 days for the statement to show the refund. Processing time might be affected by your carrier. You can contact your carrier for an update.

● Credit and debit cards, Apple Pay, Apple Cash, and all other payment methods—It might take up to 30 days for the statement to show the refund. If you don't see the refund after 30 days, contact your financial institution."

Since the article specifically says "statement", which for me is the thing that arrives monthly in my mailbox, I wonder if you check your daily card transactions if you might see it earlier?
