You did not say whether you have an Apple Music subscription, or an iTunes Match subscription.
If you have neither – or if you have an Apple Music subscription, but have been keeping Sync Library turned OFF, do a manual synchronization of your Phone to your Mac or Windows PC, with no music selected. (The iPhone will then be updated to match the "empty" music selection on the Mac.)
