If he is already part of Family Sharing and you have managed his account with ScreenTime up until now, you should still be able to do this.

Set up Screen Time for a family member on iPhone - Apple Support

The article Family Sharing overview for kids and teens - Apple Support says "When you turn 18, you can decide to leave your Family Sharing group or manage your own Screen Time settings." In other words, he does not have to leave the family group and the managed conditions you may have had set on his account. It is, however, his choice. Remind him that the downside to leaving the Family Sharing group would be that he would no longer have access to any shared purchases and subscriptions. It depends upon how much he wants gentle, voluntary guidance versus if he is going to go to the extent of leaving the family group and may need different counseling.
