Iphone needs password after factory reset but no passwords work

I am trying to switch over to my sisters hand me down iphone, however, her iphone says it need a password even after factory reset (it is on the lock screen u expect when opening a new phone too.) . The phone is not in her icloud devices anymore either. I have tried to do recovery mode too but that wont work. She has tried all possible passwords it could be (which isnt alot because she only has 2 passwords.) and none of them work. It is an iphone 13 btw.
