My new iPhone11 only charges to 80%. How can i charge it to 100% ?
New to you maybe, certainly not New.
Turn off Optimised Charging or wait for it to learn your night time charge habits.
I don't think that vintage phone has charge limit but of it does, make it 100%

Apple discontinued the iPhone 11 in September 2022, so if your phone really is "new", it sat in a warehouse somewhere for well over 3 years. That would not have been good for the battery at all.
what is the current Maximum Capacity of the battery? Check by tapping Settings > Battery > Battery Health & Charging.
If the battery really is "new", the Maximum Capacity will be in the 99-100% range.
What does your battery look like when you check the Maximum Capacity.
