Using lock to end a phone call was brought out in iOS 16, but it can be turned off in Settings > Accessibility > Touch > Prevent Lock to End Call. If it is on on your iPhone, then yes, you cannot use the side power button to end a phone call. Personally, I don't have this on on my iPhone. It's simply too easy to accidentally tap the power button and end a call when I may not want the call to be terminated.
