iPhone Wi-Fi hotspot disconnects, turns off

iPhone Wifi hotspot keeps disconnecting clients and turning off even though it's supposed to be on and phone is not in battery saving mode.

Apple is so user-hostile these days so I've given up asking/calling support and google doesn't seem to have a good answer. Just hoping perhaps some users know if this is one of 1000s of forever-bugs or is there a trick?

Please no crazy "reset the phone to factory settings", "reset networking" or similar destructive non-answers.

Hotspot is a carrier provided service. But I am curious to know if you have a VPN installed on your iPhone (used or not)? VPNs cause such issues, aren't needed and don't provide the security people have been led to believe they do. If you have a VPN on your phone, remove the profile in Settings > General > VPN & Device Management, remove any associated app, including Anti-Virus apps, then restart your phone.
