want to move photos from 13 Pro to other storage, not iCloud, what would be good way?

What do you mean by "move photos?" Are your pictures edited? Do you just want the original picture files as they were first entered into Photos? Do you want the edited versions? The Photos Library has more information in it than is evident in what you immediately see, and iCloud preserves all of that.
One way to save pictures is to plug in a hard drive and, in Photos, select some pictures, choose "Share>Save to Files," and send them to the drive. Will this do what you intend?
