A "Verification Failed" message is used in various contexts which could be either a communication issue, or a problem with your account or a payment method.
Use the document Add a payment method to your Apple Account - Apple Support to review your payment methods such as credit or debit cards. Problem methods will usually have a notice in red lettering below them. "Verification Failed This Apple ID is not active" --> According to Apple Community Specialist Brittany1416 in thread Inactive Apple ID - Apple Community , please contact Apple Support for help with an "inactive" Apple ID.
"Verification Failed An unknown error occurred. --> In this case My Apple Account got locked for no reason… - Apple Community the account had been permanently disabled. Again, contact Apple to verify if this is the case.

Sometimes VPN use can cause problems. If you are using one, uninstall it.

If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.
