Getting Only New Photos to iCloud Library:

Are you looking to update the from a specific time back? Starting the upload from a certain timeframe is not an option (other than downloading them from https://www.icloud.com/photos, and then create new Photos from here on out). As they are created, they're be uploaded, but older ones will be replaced, if you don't have enough iCloud Storage. So, consider buying iCloud+ or Upgrading your current Storage Plan - Apple Support

How to Perform the Sync:

1. Go to: System Settings
2. Tap: Name
3. Tap: iCloud
4. Tap: See All
5. Tap: Photos
6. Toggle On: Sync this Mac
