Family Sharing problem - Child phone overrides Organizer

What Application? To control the iPhone you need to setup Screen Time and set a passcode for Screen Time he does not know. If you don't know the current Screen time passcode, you'll need to reset the iPhone and not use a backup to restore it as the backup will restore the Screen Time passcode.

I've tried everything I can think of to fix this including erase all content and settings and after redoing it, he still has total control.

2. I cannot set up the Age Range for Apps because I don't know the PIN and it's locked me down to one attempt every 60 minutes. How do I override the PIN?

The Age range for Apps is set in Screen Time settings. You need to sort that out before anything else.

3. There is no option to set up for the Genius Bar to fix this problem...so can they even address this?
