I keep getting messages that my iPad storage. I go through all the steps to delete stuff and still

If your internal storage is full, or is insufficient for the task that you need to perform, your only option is to better manage the storage that you have - and delete unused Apps or unneeded data.

Depending upon your iPad model, the iPad will either have a Lightning or USB-C port - and may therefore require either an Adapter or USB hub to connect the USB Storage device. If your iPad has a Lightning port, you’ll need an Apple Lightning to USB3 Camera Adapter:

Using a Mac computer or Windows PC can help with system software updates - as the update package is initially downloaded to the computer, unpacked and verified by the computer, prior to the computer installing the updated system software on the target device.
If you are unable to free sufficient storage to perform an update, a workable remedy is to ensure that you have either an iCloud or iTunes backup of your iPad - and then completely erase the iPad. With no user-data present, you should be able to update the iPad; once updated, you can restore your backup to the iPad.

Try restarting it. You might also check the deleted item folder (or equivalent) for any content impacted. Deleted Photos for example hang around for a while.
Thanks to all who offered help. Wound up going to the Genius Bar in the closest Apple Store. They backed up the device and restored it which seems to have solved the problem.
You need to keep 4 - 6 GB free for iPadOS to operate properly. You will not be able to install the update until you free up more space on the iPad.
Additional data point: yesterday after clearing out space I checked things and the System Data was given as a little over 11 GB. I just checked and it is now 13.49 GB. Apparently the System Data is growing to consume any freed up space.
Why exactly is “all the steps”? Would help to know what you have attempted. Also, what model iPad?

It is a 9th generation iPad. I have gone to the Manage Storage Page in settings, turned on all the recommendations to optimize storage, utilized the delete large attachments from Messages several times, and gone through my apps and deleted any that are not used. No matter what I do it stays at 63.57 GB of 64 GB used. It would be different if it showed I still needed to clear more space, but it does not seem to register that I have cleared any.
Thanks. That helped. It went down to 62.29 GB. Not a big change but some I will try this evening to see if that lets me install the latest system upgrade, and I let you know if I’m still getting the Storage Full messages.
I’m back to the same problem. Storage claims to be 63.3 GB even though I have not downloaded anything since yesterday when it said 62.29 GB. I should add that other things are misbehaving as well. The background picture flashes occasionally. All the tabs in my browser were lost. Apps occasionally crash without fully starting up. Do you have any further suggestions?
Thank you for giving the specific amount of free space needed. I was having trouble finding that. However, the problem is that deleting things does not appear to be freeing up any space.
