Try restarting it. You might also check the deleted item folder (or equivalent) for any content impacted. Deleted Photos for example hang around for a while.
Why exactly is “all the steps”? Would help to know what you have attempted. Also, what model iPad?
It is a 9th generation iPad. I have gone to the Manage Storage Page in settings, turned on all the recommendations to optimize storage, utilized the delete large attachments from Messages several times, and gone through my apps and deleted any that are not used. No matter what I do it stays at 63.57 GB of 64 GB used. It would be different if it showed I still needed to clear more space, but it does not seem to register that I have cleared any.
Thanks. That helped. It went down to 62.29 GB. Not a big change but some I will try this evening to see if that lets me install the latest system upgrade, and I let you know if I’m still getting the Storage Full messages.
