Yes. You can choose not to use Face ID for Wallet & Apple Pay.
If you have Face ID set up but don't want to use it for Wallet & Apple Py, you can go to Settings ➜ Face ID & Passcode and turn off the Contactless & Payments switch.
If you don't have Face ID set up it won't ask for it and default to your device's unlock passcode instead.
Any reason you don't want to use it? It's highly secure and super simple to use.
