Can I back up and restore only iPad Pro settings?
Is there a way to backup only iPad Pro settings and then reset the iPad Pro and just restore settings?

Unfortunately not. There is no method by which to back-up just your device settings.
An iCloud or iTunes backup will include locally stored data and your device settings.
