Airprint on Ipad 13 Air don't recognize printer

Is there a fix for the iPad 13 Air, not connection to airprint printers ex. HP OfficejetPro 9135e? why must Norton VPN have to turned off the network in order to recognize the printer. Is there an update to IPad pending to fix this issue?

It is very upsetting to disconnect VPN every time to print and turn VPN back on.

iPad Pro, iPadOS 17

Unless a VPN connection is explicitly configured for Split Tunnelling, all network traffic will (by design) be directed to the VPN Gateway - and as such, your iPad will not be able to communicate with devices (such as your AirPrint printer) or any other devices on your local network.

Split Tunnelling, required to access local network resources while the VPN connection is active, may not be supported by your VPN App.

This is not a limitation of iOS/iPadOS - but is an element of VPN networking technologies. Unless you fully understand how VPNs work, configuration and relative benefits/limitations, you would perhaps be best advised to avoid using a VPN.
