iCloud mail issues
I get emails from an older cloud account that is not in my phone and the new iCloud I don’t get follow up messages, I cannot move messages from one box to another either.

Note: There is no such thing as and iCloud Account. So, are you referring to iCloud eMails here? OR are you referring to an Apple Account (formerly called Apple ID)
Transferring to an iPhone:
Is this a used device that you purchased from someone? OR is this a new Apple Account of yours that you are looking to use on this device? Under either scenario, this is the link to use prior to the transfer: What to do Before you Sell, Give Away, or Trade in your iPhone or iPad - Apple Support
If a used device, then it appears that the persons you sold this to you did not do so properly. If you are transferring to a new Apple Account on this, then note that all will be lost.
Transferring to a New Apple Account:
To transfer to your new Apple Account, you'll have set this up anew, and then perform the transfer. Also, you'll need to o export data types (i.e. Photos and Contacts) from your former Apple Account, and then import them to your new Apple Account. So, perform the following...
Reset this to Factory Settings, and then Perform the Transfer:
When transferring to a new iPhone, you should use Quick Start. New Login: Having not done so, quick start is the best option to user here. I recommend you restore your new iPhone to factory settings, and then perform this once more, using Quick Start: Use Quick Start to transfer data to a new iPhone or iPad - Apple Support
As for Other Items:
Do so using iCloud: Use iCloud to Transfer Data from your Previous iOS or iPadOS Device to your new iPhone or iPad - Apple Support

This is normal. You may receive emails from any account not configured on your iOS mail app. However, you can only send messages if the account is added to the iOS Mail app.
