How to enable transparent notification banners on iPhone?

How do I turn on the clear banner style for notifications I can’t seem to get it to work I’ve tried YouTube and TikTok nothing seems to explain how to do it and if it did I tried it and it didn’t work I like the way it looks when everything is clear and see through but nothing seems to explain how to activate it can someone explain in detail how to do it or what the problem may be?
