Cannot turn off speak mode

My iphone 17 pro will not come out of speak only mode. I have rebooted it, and turned off the speak button. The speaker says it’s off but the symbol remains as do the outlined buttons. I can’t do anything on my phone. Not even answer it or make a call. My passcode codes not clear the screen.

Voice over on a locked IPad Pro I was experimenting with the voice over option IPad Pro and now cannot turn it off. The IPad is locked so that I can’t even put on my code. It just keeps saying the numbers as I click on them but not inputting the actual code. No Home button of course. Hello please!
