Tap or Click brings up ctrl menu, does not act as it should on both Mac and iPhone

I am having an issue with my iPhone 15 pro max. I'm running iOS 26.2.1. The same problem is affecting my M2 Mac mini running MacOS 26.2.

On my phone when I tap on anything the action acts like a long press. A menu pops up instead of launching an app or moving through a menu. Tapping in a field brings up autofill. Turning of bluetooth makes the phone usable again. I have done shut down/start, restart, and many forced restarts. I've removed all paired devices from my bluetooth preferences. Nothing fixed it.

The same is happening on my Mac. There it's acting just like pressing ctrl-click on a Mac. This is affecting the whole system. I have a wired mouse with the buttons effectively flipped right/left so the system is still usable, but very annoying, Turning off Bluetooth doesn't fix the problem on my Mac. I've wiped the Mac, which did fix the problem, but loading my backup brought it back. It was the only way I could thing of the ensure the problem wasn't with the hardware.

Some setting, or signal, is getting to both devices. Other than browsing there is little I do that crosses between the platforms. I have an M4 iPad Air that is not suffering from any of these problems (thus far).

I'm at a loss.
