My subscription cancelled and didn’t renew on accident. I lost all of my playlist that I had make and downloaded. Is there anyway to get those back or do I have to remake them?

Playlists that were created with an Apple Music subscription are removed when the subscription is cancelled or lapses. You can remake them after resubscribing just like you make any other Playlist.
Since they are synced to iCloud to make them the same on other devices if you have any, Apple removes them there which will also remove them from your device. That is consistent with Apple's Privacy Policy to only store user data on their servers that is essential. That may differ than other companies that will hold on to your data even when you are no longer using their service.
