NEW Final Cut isn't work the latest version of final cut pro thinks it might not work and just exist. I've already tried a lot of things, but so far the result is not encouraging. The application simply does not go beyond this label, even the close this message button does not help.

This is the version from the Apple Creator Studio subscription, and it apparently is not being able to connect to verify you are subscribed.
Are you connected to the internet? I assume so.
Are you running any antivirus, cleaners, vpn, or third party firewall? Something is blocking the network connection that FCP is using to verify your subscription status.

Yeah, I didn't notice that this subscription nightmare was coming. Although some other programs from this pool don't care about the subscription. Actually, the program is not available in my region, so now it's clear what's wrong.

Sorry, I don't understand. You presumably downloaded the application, so you must have know it's a subscription;
also, FCP continues to be available for purchase, and if you have purchased it before, your license remains valid. I purchased FCP back in 2011 and have no interest in the subscription, but I am glad that I can use FCP 12.0 just fine. One can even today purchase the application outright, if one so desires.
As to region, I believe the limitations are related to the AI stuff; I don't know if the same limitations apply to the purchased version. Unfortunately, it seems that the only demo version that Apple offers now is the one for the subscription, and not the standalone.
No, it's just downloaded in the appstore with the caption that there are purchases inside. So I didn't get final cut pro at all.
