I can connect my HDMI TV/Monitor to the USB-C/Thunderbolt ports at the back and it works normally.
If I connect to the front USB-C ports it does not work.

Yes, it's normal.
The front ports are only USB 3 at 10Gbps data transfer. No video stream like the rear ones, that offer Thunderbolt 4/5 with Display port support.

Yes, it is normal. USB-C is just a connector type, and the features that any USB-C port has may vary.
The front-panel USB-C ports on the M4 and M4 Pro Mac minis only carry USB protocol. They do not support DisplayPort Alt Mode or Thunderbolt. So there is no video signal available for an external display or display adapter.
If you want to preserve the rear ports for drives, etc., try a high quality, short HDMI cable. I use one and it works beautifully. No issues and I have the Thunderbolt ports in the back for externals.
