Safari constantly reloading pages after IOS 26

After updating to iOS 26, Safari constantly reloads pages when I leave and returning. Even switching tabs within Safari causes the page to reload. Besides causing annoying delays, it causes loss of previously entered data when completing forms, etc. the reload causes everything you already entered to be deleted and you start from scratch. In some cases, this can be a significant amount of time and effort lost. I have tons of available memory. I closed all tabs in Safari. I deleted all my History and Website data. None of this helped. I also turned off iCloud synch for Safari. Any other suggestions? iOS 26 caused a number of usability issues for me, but this is the worst one.

iPad, iPadOS 26

Remove the VPN app, restart, snd test the browser again.

Some “coffee shop” VPN apps have remained seemingly active while disabled, causing issues.

Try creating a new network location according to Use network locations on Mac - Apple Support. Same problem?

Some (all?) commercial VPNs alter certain network settings that remain altered even after the product is removed.
