How to resolve iTunes authorization issue on Windows when making purchases?

I’m having a huge problem with I tuned for windows. I don’t know quite how it happened but I don’t seem to have an account and when I try to authorize the computer or make a purchase it just says not completed and try again. I changed the password but that didn’t help. I have an Apple phone and it seems to work there. I suspect the problem is windows iTunes. Any ideas

Seems you must have an Account if you were able to change the password/

You may want to try re-starting your computer, before you try again.

Authorize a PC to play iTunes purchases - Apple Support

Eg: says:

"You can authorise up to five computers (PC, Mac, or both) at a time.

To play a purchased item on a sixth computer, you need to de-authorise

another one. An iPhone, iPad, iPod or Apple TV doesn’t count as a computer.

  1. Go to the iTunes app on your PC.
  2. Choose Account > Authorisations > Authorise This Computer, then enter your Apple ID password to confirm (if requested)"
