Can we download macOS Tahoe 26.3 or not

You should ALWAYS wait for at least a weak with system updates when you have serious business to do on your mac.

I updated from 26.2 to 26.3 without any issues yesterday. I see no reason to wait for any timeframe as these updates always feature bug fixes and other improvements. I have been applying point updates or major upgrades to macOS for decades and have never been "bitten" by either.

If it applies to you, follow the corporate guidelines for operating system updates.

Downloaded Tahoe 26.3 Wednesday on a M2 Mac Mini as well as on a M4 15" MBA - took from start to final report into Tahoe 26.3 - 10 minutes over a 6E Fibre Optic connection

As per the Software Update applet - the update constituted a 12.56 GB Download

All good and no issues

Today, Thursday, did same on a M4 Mac Mini - 10 minutes start to finish

Works fine for me, but then again every upgrade and every update has always worked fine for me.
