Yes, exactly. You need to have the App installed for it do be able to do anything or if you manually upload the photos through Google Photos website.

Nothing. When you erase the device, everything is removed from the device, but no action is taken towards cloud photos or linked accounts. Erasing the device is a local action to the device only.

Anything still on Google Photos will remain there and anything on iCloud will remain untouched.
